The Office Tower's Foundation In October 1991, construction workers dug into Lower Manhattan dirt. They hit a wooden coffin. Then another. Then 419 more. Beneath a planned federal high-rise lay an African burial ground from the 1690s. The city had paved over it for 200 years.
